Narrative: ON JULY 20, 2015, AT ABOUT 19:46 PACIFIC DAYLIGHT TIME (PDT), N997D, A MOONEY, M20J AIRCRAFT, DEPARTED SAN CARLOS AIRPORT (KSQL) SAN CARLOS, CA, EN ROUTE TO PLACERVILLE AIRPORT (KPVF) PLACERVILLE, CA. THE PERSONAL FLIGHT WAS CONDUCTED UNDER THE PROVISIONS OF 14 CFR PART 91. VISUAL METEOROLOGICAL CONDITIONS PREVAILED. THE PRIVATE PILOT^PRIVACY DATA OMITTED^ STATED THAT HE FORGOT TO LOWER THE LANDING GEAR DURING LANDING ON RUNWAY 23 AT KPVF. AFTER THE AIRCRAFT MADE CONTACT WITH THE RUNWAY SURFACE, IT SLID ABOUT 90 YARDS DOWN THE CENTER LINE OF THE RUNWAY BEFORE IT CAME TO A COMPLETE STOP, CAUSING MINOR DAMAGE TO THE FRONT SECTION OF THE BELLY AND TO THE PROPELLER OF THE AIRCRAFT. THE PILOT DISCLOSED THAT ON THE DAY OF THE INCIDENT, HE ACTED AS PILOT IN COMMAND OF THE AIRCRAFT WITHOUT A REQUIRED FLIGHT REVIEW ENDORSEMENT, AND HE USED AN ATC TRANSPONDER THAT HAD NOT BEEN TESTED/INSPECTED AND FOUND TO COMPLY WITH CURRENT FAA REGULATIONS. ON AUGUST 12, 2015, THE PILOT PROVIDED PROOF THAT HE RECEIVED AN UP-TO-DATE FLIGHT REVIEW ENDORSEMENT FROM A CERTIFIED FLIGHT INSTRUCTOR. THE PILOT ALSO STATED THAT THE AIRCRAFT?S ATC TRANSPONDER IS BEING RECTIFIED. THE INVESTIGATING INSPECTORS FOUND THE PILOT TO BE FORTHCOMING, COOPERATIVE, AND TO HAVE A CONSTRUCTIVE AND COMPLIANT ATTITUDE. A SEARCH IN THE FAA?S DATABASES DID NOT DISCLOSE ANY PREVIOUS VIOLATIONS, ACCIDENTS OR INCIDENT HISTORY. RECOMMEND WARNING NOTICE. THIS REPORT MAY BE REVISED WITH ADDITIONAL EVIDENCE.
